Provision of Organisational Capacity and Capability Review
Council wants to undertake a high-level Organisational Capacity and Capability Review with a view to ensuring the organisation is operating towards optimum levels in meeting the service needs of the Community and its operations are sustainable in the medium to long term.

One could argue that this is neccessary to ensure the Organisation is efficient and effective. In my opinion it shows a lack of confidence in the Council, the Audit Committee and Senior Staff. In my opinion this is a sign of a weak Council and will just proove the worth of the CEO and Senior Staff. We will know in a few months.

Evaluating service provision is a plus. Best value reports produced by this council reveal very little about “optimum levels” or for that matter how much value residents receive for their continually increasing rates. Reviews like this have the further potential to ensure that everything is above board – namely, that councils are accountable and transparent. Both are alien concepts for this administration and many of the councillors.

Readers might like to know that in their unique wisdom Council decided to remove the Best Value reports from its website, citing ‘election’ regulations. Now 3 months later, the webpage is still blank! Other councils of course saw no necessity to remove these documents from their sites prior, during, and after the elections!

I believe it is good to objectively review how effective, efficient and sustainable Council is “in meeting the service needs of the community”. However, this first requires determining what are the service needs of the community.
This Council has a long and well publicised history of not listening to, or ignoring, residents so one wonders
. who is determinng what the community’s service needs are and
. if they the same folks commissioning the Review and defining it’s terms of reference and performance measurements.
If the answers to the above questions are not residents then objectivity is questionable and there is a strong possibility that ratepayers are funding a review which is designed to be self congratulatory.

Anything that looks at why staff numbers have gone up and why services are down is worthwhile.

At first blush I thought that (contingent on the terms of reference) this is an encouraging initiative. Other than pointing out how behind the times we are I’m not sure of the relevance to us.

Glen Eira is “behind the times” and that’s why this is relevant. Does anyone here remember ever sighting some document or paper or media release which would even come close to explaining or revealing how many staff are employed for example in the Media section of council and how much this ends up costing residents. I remember that a best value report from either Stonnington or Boondara posted here showed how they itemise each department, stating the numbers of staff and the budget assigned to each department. I don’t recall this happening in Glen Eira. It’s for reasons such as this that I think an independent, public, and open review of staff performance is required. I’m getting tired of Lipshutz mouthing off all the time and saying what a wonderful staff we’ve got. I want to see the proof.
