We reported last year on the number of officers receiving over $200,000 per annum in Glen Eira as opposed to most of our benchmarking councils. We’ve repeated the exercise for 2010 and note that nothing much has changed. Our figures come from the published Annual Reports of the various councils, as well as the latest ABS population predictions for each of these areas for 2009. The numbers exclude CEO salaries.
Residents need to ask themselves why other councils can apparently manage with a leaner and less top heavy bureaucracy?

That’s well over a million bucks for 5 pen pushers and bean counters and doesn’t even take into account all the other lurks and perks such as super, cars, loadings and so on. Hey we should all be working for Glen Eira since most of our rates go to pay these buggers.

Here’s how it works. You pay megabucks to 5 yes men to make sure that they do as they’re told. They’re beholden to you since you’re the one that renews contracts and evaluates performance – not councillors. Then you’re set. You run the show the way you want. The question of competence and value for money is irrelevant as long as they do your bidding. Great way to run a multi multi million dollar business.

In all the companies I’ve worked for, or been a shareholder of, CEO’s have been judged on what they return to investors and how well they perform their fiduciary duties. The bottom line has always been whether or not there is value for money. Following this line of thought in relation to the top brass and councillors at Glen Eira I have to say that I don’t think the community is getting anywhere near its value for money. Rates have continued to rise year after year. Other charges have gone up alongside this basic rate. The return to residents has not been commensurate with this continued increase. All that has happened is that staff numbers continue to rise and we are never told how many are contractors, but the service level is going backwards.

Some more food for thought!
The past decade has seen a major downsizing of industry – apart from mining. When we look at Glen Eira’s reported figures for staff increases this is what we find:
In 2001/2 the stated EFT numbers were 495.
In 2009/10 the stated EFT numbers have risen to 629. These figures do not include contracts, outsourcing, etc. Hence we’re talking about an increase of over 20% in workforce in the past decade. The population increase has not come anywhere near this.

Kingston and Monash are over double the size of Glen Eira by these figures. I would assume that a municipality of this size and with a far greater population would have more need for infrastructure, general road maintenance, and so on. There would probably have to be more staff as well. Yet they’ve got away without paying exorbitant wages to a select clique. If these councils can do it then there’s no reason why Glen Eira residents should be supporting such over the top management practices.

So Glen Eira you would advocate closing Council Kindergartens and Aged Care Facilities so that staff numbers could be reduced. What about Libraries as well?

Get real! – council is already selling (kllling) off and closing kindas, aged care and libraries are run down. Staff numbers though, keep going up and up and up and we’re paying these bludgers more and more.
