The following is taken from #5 of the O’Neill compiled set of allegations. This claimed: “That Councillor Penhalluriack is determined to terminate the employment of the CEO through non-renewal of his contract of employment based on his own personal feelings towards the CEO as opposed to the fulfilment of any KPIs or other objective criteria. This conduct has damaged the CEO’s reputation and standing, undermined the CEO in his employment and has caused the CEO stress, harm and hurt feelings.”
Part of the ‘evidence’ includes –
|
8 Oct 2010 |
Councillor Lobo approaches the CEO and informs him that he and his wife had lunch with Councillor Penhalluriack and two guests of Councillor Penhalluriack. At that meeting the two guests had said that Council’s problems were caused by the CEO. Councillor Lobo said that he had disagreed with this. |
|
9 Oct 2010 |
Councillor Lobo later telephone (sic) the CEO on his mobile and informed he (sic) that he had forgotten to tell him that Councillor Penhalluriack in response to a request from Lobo to vote for him be (sic) Mayor had said: “No” and then ”I will if you get rid of Andrew Newton”. |

Even if Penhalluriack did say what’s alleged, and I don’t think he’d be that stupid, Lobo’s tattle tales are far worse. If this was a kinda he’d be labelled a dobber and suck up to the teacher. It’s a council though and tells us the kind of mentalities at work. There’s something really wrong when a CEO spends all his time on compiling dossiers on people based on hearsay and crap. There’s even more wrong when people like Lobo reckon they can curry favour by ratting on their colleagues. It only took him a day to “remember” what Penhalluriack was supposed to have said? I’d lay bets that Penhalluriack’s vote wasn’t the only one not to renew the contract and for sure not last November. That would mean that poor old sooky Newton had his feelings hurt by plenty of others if they also thought he wasn’t up to it and the job should be advertised. Why aren’t these other councillors included in the allegations?

What the f**k – “stress, harm and hurt feelings” be damned. I suggest Newton and his gang of four kowtowing Crs. (Esakoff, Tang, Lipshutz and Hyams) come swap houses with me. Not only will they have
. the joy of seeing their garden dying off and bear through the roof heating bills because overshadowing is not excessive
. be subjected to continual noise and dust due to the never ending construction on Rosstown Road
. have difficulty accessing their home during the day due to construction vehicles parked where ever they want and during peak hour due to congestion arising from rampant overcrowding (thought everyone was going to use public transport or walk or bicycle) – yet when reviewed, the increase in traffic could be handled by the road network and there would be no negative impact.
. be unable to invite friends and family to visit because there is nowhere to park (once they have managed to gain access that is) due to a waiver of on site parking provisions for developments
. experience the “life in a gold fish bowl” feeling every time you enter your own private space (i.e. backyard)
. 4 storey high rises on either side and now a proposed 11 storey one across the railway line.
. did I mention property devaluation – the house that is well maintained and modernised is no longer attractive to most buyers, only developers want it to demolish (ergo it’s land only valuation minus demolition costs).
Now that folks is real “stress, harm and hurt feelings”. And I am without the offset that Newton has – that is, high density development near him is excluded from the residential parking permit scheme.

Any shrinks out there – council’s got plenty of work for you – from anal retentives to delusions of grandeur.

Maybe some expenditure on resilience training is required. I gather the local primary schools have some good programs running. Mr CEO might benefit from exposure to such.

The more of these allegations made public the more appalled I am at the behaviour of Newton and all those councillors who allowed this to go on. They are all incredibly petty if not straight out trivial – a real storm in a teacup. Even if half of these are true and in context they do not in my view amount to anything except a huge and fragile ego that cannot accept anyone daring to challenge or question.
If Newton’s KPIs are restricted to only “objective criteria” then I see this as another failure of councillors. It’s easy to meet objective criteria. Glen Eira is a master at the spin of lowest rates and so forth. Selection criteria should also include consideration about the ethics and standards demanded by the job. I’d like my ceo to be an individual who gives more than lip service to such basics as community consultation and respecting the public. That’s far more important than how many dubious prizes are awarded for annual reports that reveal nothing.

How about a collection for poor ol’ bullied Andy? He’s been the helpless & innocent victim for years and years with all these rotten councillors who just keep taking the mickey out of him. Poor bugger needs professional help. Please make all cheques payable to “The Gang” c/o Glen Eira City Council. Don’t forget to ask for a receipt.

What do the rest of the Councillors make of all this? Why would Cr. Lobo fabricate stories when this was said in the presence of other people? Cr.Penhalluriak does not like to be defeated or for a better word opposed. He still thinks he is the champion after his win on 7 days trading.

Your time is up Frank. You are wasting rate payer’s money and above all you are a waste of time.
