Below is one page from the Manningham City Council Draft Annual Report itemising the specific salaries for their Directors. As we’ve noted in the past, Glen Eira has 5 Directors each sitting on over $230,000 as per last year’s figures. We invite readers to note the differences in pay scales and also to ask why Glen Eira residents who pay these salaries are not privy to the same detailed information that is evident from the chart presented below.

The entire system needs to be changed. When those who pay the remuneration of officers have no say in the contracts, the performance criteria and the outcomes, then this leaves the door ajar for corruption and nepotism. It would be difficult to envisage any highly paid official who is reliant on the CEO for his appointment and ongoing employment to oppose the individual.
Another serious drawback is that by continually raising the salary of CEOs this results in the continual rise in senior officer payouts.
For me a question that has never been answered or even addressed by this council is why we need so many directors on this pay level as opposed to other councils. Even those who are ostensibly doing the same job (planning) are far better off in Glen Eira than Manningham from the figures in this post. We are top heavy, overstaffed, and are not reaping the rewards from this situation in terms of better services, and far greater professionalism and community oriented decision making.

Drive past the town hall and see if any of these over paid people are still at work. Most people on that sort of money burn the midnight oil. They probably travel and spend nights away. They would be on real KPI’s not some soft target that will be easily acheived. The fact that they are providing support statements against Frank in support of the CEO is a joke. How secure would their job be if they came out on Frank’s side? Their wages are grossly inflated even when compared to State and Federal public servants. Buying loyalty is probably a pretty successful strategy. Seems to be working.
Glen Eira has 20,000 more residents than Manningham. This, in their minds would justify the extra pay.

Manningham is also 3 times the size – 114 square km against Glen Eira’s 38 km. With this size there’s a lot more to worry about and they do it with less senior officers on much less pay.
