That this House notes that —
(1) the claim of the Member for Caulfield, Mr David Southwick, MP, in a media statement released on Friday 16 November 2012 was that he was only informed on that day that he did not complete all the points required for his Post Graduate Diploma in Marketing from Monash University;
(2) on Mr Southwick’s personal website, http://www.davidsouthwick.org, the entry of 16 October 2010 contains the claim that he graduated from Monash University with a Graduate Diploma in Marketing;
(3) on 19 October 2010, the same website had been altered, removing the claim to graduation and replacing it with a statement about having studied business and marketing at Monash Caulfield;
(4) the Member for Caulfield’s embellished claims continued to appear on the Liberal Party website and in the Parliamentary Handbook;
(5) the alteration to the Member for Caulfield’s personal website between 16 October 2010 and 19 October 2010 suggests that the Member has known for at least 2 years, and not for less than 2 weeks, that his claim to have graduated in marketing from Monash University is false; and calls on the Member for Caulfield to immediately stand down as Chair of the Education and Training Committee of the Parliament.

Monash would have reams of paperwork before anyone officially “graduated”. They’d also issue exam results for each subject and if students leave a course then there would be more paperwork such as requesting permission to defer. Southwick’s excuses are woeful. He lied plain and simple. I’m just surprised that he’s only been asked to resign from one committee chair. He should be asked or told to resign from parliament. Maybe then residents could get a better deal on the racecourse issue.

This is really very dissappointing from a person who most of us respected. He should leave Parliament. Also this just shows that what goes around comes around. David has taken every opportunity to viciously attack Martin and now he is getting his reward. Also Council should check current and past Councillor’s qualifications. Start with Lobo and look at the 1st Glen Eira leaders claim of an MBA.

Don’t forget David’s speech is parliament lambasting the lone centre of the racecourse. And unfortunately for David, like his proclaimed credentials, he got the story totally wrong.

It was your [i]close personal acquaintance [/i] Councillor Lobo who first raised the question of education and qualifications when he directed a barely coherent rant at the posters here. Only to have his own interesting qualifications drawn attention to by an observant poster. Since then there has not been a murmur from your [i]close personal acquaintance [/i] on a matter he was quite vociferous on not so long ago. Perhaps ‘hoisted on his own petard’ might be an apt description.

Unless you turn up at the graduation ceromony or tell them you won’t be there you are considered not to have graduated. This is regardless whether or not you have completed all the units. Lots of students go into the world without graduating formally and are walking around as far as any of the universities are concerned never to have graduated. Southwick would run rings around Pakula as far as doing real work is concerned. Pakula has his silver spoon showing.

That’s not accurate. I did not attend my first graduation or notifiy the university but received my Degree in a plastic cover tied with gold string with a copy of the “Conferring Ceremony”

Yes that membe for Caulfield actually stated that the lone objector who hoped and moved for a reasonable running track on ou r Crown Land as had been promised said in parliament that she had un-necessarily held the whoole project up in the interests of promoting a soft track even after that local rag said hae wanted a soft one. He must have his LCP endorsment voted out.

Protocols for releasing student information
The following message has been received from Gerard Toohey, Executive Director, Student Services.
“There are periodic requests made to staff of the University seeking comment on the qualifications of current or former students. In those situations it is important that staff understand the extent to which a response may be provided, in the context of Monash’s Privacy of Student Records policy and procedure.
Below is a simple “protocol” document that can be used as a prompt by staff who are faced with an enquiry about a student or former student.
This is not a policy/procedure document itself, as those bases are already covered, but rather collating the ‘rules’ as a ready-reckoner.”
Protocols for releasing student information
A. Policy and Procedure
Monash is committed to respecting the privacy of student records which “also include academic information that accrues during admission and candidature. This includes information about admission, academic progress and standing, exclusion, assignments and examinations, results and details of practical and clinical placements.” [ Privacy of Student Records policy ]
Student records are private and can be disclosed only to the student. There are however specific exemptions when information collected by the University may be disclosed to third parties. These are explicitly highlighted in the Privacy of Student Records Procedure and relate to disclosure to meet legal obligations, and in emergencies. Information may be released by the Director, Student Business Services, or approved delegate, where appropriate on advice of the University Solicitor, to the extent permitted or required by law.
B. Responding to requests concerning student records or to verify a qualification
• Government organisations, employers, or other educational institutions can request confirmation of a student’s qualification or enrolment details subject to the privacy of student records policy. Requests must include a scanned copy of the student’s signed authorisation to release information to the named organisation. Requests are lodged at https://secure.monash.edu/scsd/student-qualifications/ No details are to be provided about a student or graduate through other means except as provided in the Privacy Procedure.
• When an award is conferred on a student, that becomes public information and as such accessible to third parties. Monash provides a free public online search facility to ascertain if a student has graduated with a Monash degree at http://www.monash.edu.au/service-centre/graduate-search.html The facility requires an enquirer to provide the students full name and date of birth (or year of graduation).
Verbal responses to direct enquiries about a qualification awarded to a student must be limited to confirming or denying awarded qualifications upon using the above online search facility – viz. “You have not provided sufficient detail for me to make a check of your request”, “I confirm that the person has graduated with the award you have named”, “Our records do not confirm that the person has completed the award you have named”. No other details may be provided without signed authorisation from the student/former student.
Where doubt exists on how to respond to an enquiry about a student or their qualifications, contact the Executive Director, Student Services or the Director, Student Business Services.

An update on the Notice of Motion on the planning zone reforms. The Libs supported the motion and the submissions will be tabled in parliament in Feb 2013!!!!! Nothing was said about the department’s website although they have now added this little bit of information – “Public comment was sought on the proposed zone reforms and comment was requested by 28 September 2012.
Over 2000 submissions were received.”
