In accordance with Section 84(1) and Section 89(4A) of the Local Government Act 1989, notice is given that a Special Council meeting will be held on Tuesday 3 April 2012 commencing at 7pm in the Council Chamber, corner Hawthorn and Glen Eira Roads, Caulfield.
The business to be transacted at this meeting will be to consider a report entitled: “Conflict of Interest, poor governance and bullying at the City of Glen Eira Council” that was tabled in the Victorian State Parliament on 28 March 2012 by the Victorian Ombudsman and to address the report’s Recommendations. The urgent and extraordinary circumstances that require this meeting to be held with less than seven day’s notice arise because Council needs to address the recommendations in the report as a matter of urgency given that a compulsory conference is due to be held at the Victorian Civil and Administrative Tribunal (VCAT) on 12 April 2012 in relation to Cr Penhalluriak and Councillor conduct matters.

Can’t wait for what should be the most sickening sycophantic even in Glen Eira’s history. Lipshutz and Hyams will get up and say how wonderful Newton is and the Ombudsman’s report justifies him to the hilt. All the officers are wonderful, Esakoff is wonderful in how she handled being Mayor with all this shit going on. Please bring your vomit bags cos reckon people are gonna need them. Then they’ll probably move a motion to go into secrecy and update the charges from misconduct to serious misconduct. Maybe they’re even so confident and brazen that this will be done in public. Maybe they’ll even try to gag Penhalluriack from opening his mouth. That would be par for the course. Question is will Forge, Pilling, Magee and Lobo say a damn thing or will they sit there silently and let the gang run the roost. Sicko stuff of the highest order.

The public notice claims its in accordance with LGA s84(1) and s89(4A). So who called the meeting at the specified date and time in the written notice–the Mayor, or at least 3 councillors? s89(4A) is not applicable as the extraordinary or urgent circumstances claimed do *not* prevent Council from complying with subsection (4). They can hold a meeting with 7 days notice before 12 April. This is a clear breach of LGA. Did the CEO advise against it?

at least Penhaulrick can say at the meeting that all the ‘anonomous’ people of Glen Eira support him (and his garden business) and the dont like Newton and his friends in council!
