Very encouraging to see a council act as a leader in keeping its ratepayers informed about the consequences of government policy. The emphasis on C2Z though does seem misplaced—many of the issues apply to C1Z as well. There is very little formal protection afforded residents living near these zones, just a few half-hearted token “decision guidelines”.
From the RZMAC advice to the Minister: “Commercial centres could vary greatly in scale and intensity from a small neighbourhood centre to a high order regional or sub-regional centre”. The “one size fits all” approach depends on the sensible application of various rules scattered throughout the planning scheme, but crucially, none of which are binding. 590 Orrong Rd is located near a small neighbourhood centre, but its zoning (now C1Z) means no height limit and the application is for up to 12 storeys. It has multiple sensitive interfaces, especially to an adjoining residential area.
