Only then, will they embark on shaping the residential zones. We repeat – when is the last time that Glen Eira undertook any analysis, any genuine consultation? Here’s what Whitehorse has to say. Why do we need the Whitehorse Housing and Neighbourhood Character Review 2013?
Council currently has two main studies that guide decisions on housing development:
- The Whitehorse Neighbourhood Character Study 2003
- The Whitehorse Housing Study 2003
Both documents were prepared some time ago, and there have been changes both in terms of the housing development which taken place since the studies were prepared, and the needs of the residential community into the future.
Council faces changes in its future housing demand, with a trend towards smaller household sizes, a more diverse mix of household compositions and backgrounds, and an ageing population. The number of households to be accommodated is expected to grow.
The review seeks to ensure that Whitehorse can cater for these changing needs, while still ensuring the City’s preferred future neighbourhood character can be maintained and enhanced. It is also important that the new strategies and corresponding controls (including designating substantial, incremental and minimal change areas) reflect changes that have occurred over the past 10 years and provide opportunities to meet the future needs of Whitehorse residents.
There have also been a number of developments within some of Whitehorse’s smaller shopping centres, referred to as Neighbourhood Activity Centres. To provide greater direction in determining the form of development which may be suitable for these locations, draft Urban Design Guidelines have been prepared for most centres

The contrast between Glen Eira Council’s secrecy, lack of up-to-date planning, and total disregard for residents is becoming more and more evident when compared to what lengths other councils are going to in order to both INFORM and CONSULT with their residents on the residential zones. Below we feature two screen dumps from the Boroondara Council’s website on the issue. Please note that their draft document is:
- Going out to full consultation
- Is based on years of local analysis (Neighbourhood Character Study) and research where their municipality was divided up into 75 individual precincts. The document was only finalised as recently as this month. When did Glen Eira last perform such a study that covered the entire municipality?
- The expense and technological wizardry that Boroondara has gone to should be applauded. Residents are able to use the ‘interactive’ maps to locate their homes and immediately see the proposed zoning, and the statements on ‘preferred character’ for that area, as well as the related schedules. Glen Eira in all its documents has no ‘preferred character’ statements for ANY of their zones – that would only handicap future development if actually expressed in black and white.

The manner in which this council has introduced the new residential zones also needs to be contrasted with the outrageous spin that represents much of the Annual Report, now published. On page 32 residents will find the following:
“Community focused, responsive and inclusive
Council works to develop a tolerant and caring community, where everyone can feel they belong and participate in the decision-making that leads to achieving the best possible health, safety and lifestyle options within the City.
Accountable and relevant leadership
Council consults, listens and takes note of community views to determine its
priorities and needs, and then acts through open, transparent processes that are financially and environmentally responsible and sustainable”

The last paragraph is a joke. Nobody listened on the c60 and nobody listened on car parks or planning. I can’t think of one really important issue that has taken place over the last 5 years where this council has taken any note of what people want.

Peter Jenkins, was it not Pilling/Lipshultz /Hyams/Esakoff who screwed the residents and approved C60 for multiple apartments and high rise building?.
These councillors have sold their residents to the developers and continue to approve developments in every Council meetings.

The Greens/Liberal alliance is well past it’s use by date in Glen Eira. Time for Councillors who care about proper governance and the electorate rather than the current crap batch we’ve got.

The smoke and mirrors of local and state government machinations continues. Below is an article from the Leader. Please note:
1. after 3 years of planning Plan Melbourne, all that Guy could come up with is an online reporting system for open space! Whoopppppeeeeee! Perhaps someone should tell him that the VEAC study of just a few years ago has already informed the public how much open space is within each municipality. Clearly the right hand does not know what the left hand is doing or, they simply don’t care in wasting more public monies.
2. We reiterate that if development contributions come in then poor old Glen Eira will actually have to re-introduce something that it expelled from its planning scheme. We guarantee however that it will attempt to impose the smallest imposte on developers!

AN independent body that will give advice to the State Government on planning matters will be launched this afternoon.
The Melbourne Planning Authority was created to implement Plan Melbourne – the Government’s vision for the city.
Planning Minister Matthew Guy said the authority would focus on planning and infrastructure in Melbourne, in regional centres and work with local councils.
“It takes the politics out of urban planning,” Mr Guy said.
Open space levies from developer contributions are included in Plan Melbourne, where the authority will look at what suburbs have green, open space and what ones do not.
“It will look at say, what area has got parkland and how much of it. The government could, for example, buy a house that is for sale and use that space for a pocket park,” Mr Guy said.
A public online register will go live from early next year so people can compare how much green space there is across Melbourne’s suburbs.

On the 18th of August the Council replied to a public questions; stating the Minister “largely adopted” the requested amendment with changes.
If the Minister did adopted the amendment with changes as the Council have stated previously, then the Minister did not prepare the amendment. Why didn’t the Council give notice when preparing an amendment to the Minister as per section 19 of the planning and environment act 1987?
This question must be put to the Council.

Council exploited a legal loophole designed to make changes to planning schemes away from public scrutiny. The Amendment was probably prepared by Council staff, but through a legal fiction, the Minister is considered to have prepared it so the normal processes can be dodged. Since what Council did has not been publicly minuted its hard to know what really happened. DTPLI has claimed that Jeff Akehurst’s name appeared on a letter making the request that the Minister prepare the Amendment, but he doesn’t have delegated authority to do so–it should have required a Council resolution, but no resolution appears in the Minutes. While Council can be asked public questions about the issue, it has already repeatedly avoided answering them and appears to be rather embarrassed about its behaviour.
