In terms of transparency, accountability, and genuine community engagement, it is our view that this council has slipped even further into the mire. Nothing that we can see would indicate any change in the culture, objectives, and policies of the ruling clique. If anything, the situation has worsened with the continued defection of Pilling, and the gang’s ‘recruitment’ of Sounness and Okotel and at times, Delahunty.
2013 will stand as testimony to the failure of this council and its councillors to achieve anything approaching the principles of good governance and working for the community. We base our judgement on the following list of catastrophes –
- The continued reappointment of Newton without advertising the position PLUS a 30 to 40 thousand dollar pay hike!
- The introduction of the new Residential Zones in secrecy and as per norm, without any public consultation
- The continued presence of Lipshutz, McLean and Gibbs on the most vital advisory committee – the Audit committee.
- The riding roughshot over residents’ views – GESAC car park extensions; devious destruction of Caulfield Park trees; Koornang Rd and Centenary park proposed tree destruction.
- The above demonstrate the failure to plan in a prudent and cost effective fashion. When literally millions are spent as an ‘afterthought’ on bitumen and concrete plinths, what does this say about prudence, business planning, and overall financial management?
- The failure to introduce a Notice of Motion and other democratic reforms
- The continual reappointments of Lipshutz, McLean and Gibbs to the Audit Committee
- The formation of a ‘consultation committee’ that hasn’t played any role in any ‘consultations’ for the past 18 months and the failure to appoint the original submitters since they presumably did not meet the ‘pliable/ignorant’ requirements of the ruling clique
- The failure to ensure that those who fork out the money (ie residents) are given priority in any sporting allocation especially the McKinnon Basketball Club at GESAC, and Ajax Seniors
- The continual doctoring of minutes, and failure to produce answers, rather than ‘responses’ to public question
- The continued approval of substandard dwellings of 8, 10, 12 storeys
- The continued waiving of car parking requirements without justification
- The failure to introduce proper reporting standards in planning
- The failure to pursue developers for breaches of permits or the law
- The continued cow-towing to the mrc
- The continued ‘top down’ approach to consultation
- The failure to include community representation on most committees
There is much, much more that could be mentioned. Much needs to happen in order for this council to be dragged screaming into the realm of good, open government. We remain committed to working towards this objective and continuing to highlight the shortcomings and duplicity of these councillors and their overlords.

So let me get my head around this. Lipshutz’s mate who is a developer is out delivering “how to vote” cards at election time. And so what does Mr Developer get in return? Nahhhhhh that’s all kosher and above board isn’t it.

Above board too when he refuses to declare a conflict of interest on this and heaps of other stuff like the petition where he and Maggie and the two up mayor are named and all refuse to declare conflicts of interest. Oh yeah, and all the frisbee stuff. Hey Mr Wonderful, is your son still playing frisbee without a permit? Are you still walking your dog in Caulfield Park without a leash in an on leash area? Shucks, I forget, you’re so wonderful you can do what you like because you’re a councillor and a lawyer and think the law is for everyone else but not for you.

An impressive list of below par performance all round. How Newton gets a 5 year contract and a mighty pay rise is the big, big question when it’s taken into account that every major construction project is behind time; involves a cash cow for lawyers and has plunged Glen Eira into unprecedented depth and legal wrangles. Of course, it is not their money so they do not care one iota.

Of interest is the way that Council approaches planning, see the intro with its Knox@50 and focus on: Governance; Identity; Technology; Resources; and Population.
One can only say that Councils that did planning before are still doing it through community consultation with the State Government happy to devolve more of planning to local councils. The plans have been developed by Planisphere, who seem to be doing lots of such work for many Councils but not Glen Eira http://www.planisphere.com.au/projects/191 .
GECC is relying on loose State Planning rules as before. So expect developers developing Glen Eira, residents not having much to say and population growing more and more with its attended problems.

Planisphere does work for Glen Eira – ie the C87 amendment was based on their report. Of course, as we’ve stated many a time, he who pays the piper plays the tune! With Newton and Akehurst setting the parameters for any ‘consultants’ then the outcome is in the bag, so to speak.

Warmest wishes all readers. I trust the holidays will see you with those people most important to you – relaxing with family, friends and community. Hopefully there will be time to regain energy and prepare for the year ahead. There have been many setbacks in Glen Eira this year but that should not make us lose hope – just make us stronger as a community. Whatever the new year should take us, we must not stoop to the levels of the gang and Newton and continue to create environments where people can do their best, listen to differing voices, keep alert to bias and exclusion and be thoughtful with the hard decisions. There’s more, much more. Rates and charges going through the roof and services down and down. Staff going up and up and competence down and down. Ombudsman, municipal inspections, councillor conduct panels all concocted by the gang and Newton and an integral part of Glen Eira activities.

My year in review would include the observation that this blog has not had one positive word to say about this council this year. Probably since its inception.
Same negativity. Usual suspects banging on about the same things.
Our council has many failings but a degree of balance might make the blog more effective and relevant.

Name 5 positives. Reckon you’d have real trouble and even if you could list 5 they wouldn’t be anywhere near as important as the things this council has stuffed up good and proper.
I’m one of the people who keep banging on as you say because I hate liars and con artists and being treated like a second class citizen and only being good for scrounging up more rates each year so that Newton can get an enormous pay rise and hire more and more staff.

Another item that should be on the list of Council’s “catastrophies” is the appointment of Lipshutz, Hyams and Esakoff to the Board of Trustees of the Caulfield Racecourse Reserve. These three, with the assistance on the now current mayor, are single handedly responsible for C60, their appointment was shonky and they never openly report back on Trustee Meetings. They see their appointment as Trustees being a conflict of interest with being a Councillor even though their position as Councillor is what make them eligible to be a Trustee – they are there to represent the interests of the public in the reserves use as a public park and recreation area.
