Whilst Glen Eira goes about doubling the size of its activity centres, Bayside does the reverse. The image below shows their draft structure plan for Highett where the borders are reduced from 2006 and where much Neighbourhood Residential zoned land is significantly removed from the current draft.

Even if adopted, Bayside may struggle to get its Highett structure plan implemented in its planning scheme–that would require approval from the Minister. The snippet mentions General Residential Zone but not the horrific Residential Growth Zone that GECC loves, especially with 3-storey sheer frontages and minimal setbacks for the 4th storey.

Looks like Bayside wants to safeguard its low rise character and homes in neighbourhood residential zones. In Glen Eira they double the size of areas and say its good planning to turn 2 story places into 3 and 4 stories.
