It says they will negotiate with MRC for access to recreation in racecourse. Ie to a body that doesn’t have a lease on public land

Council had years aplenty to get some real planning done for the area. The Phoenix Precinct was allowed to sit there with nothing happening. The MRC took full advantage with council’s full support. No structure plan was done and no ddo with teeth. Right now its too late. We will get high rise galore, congestion, traffic and I bet all day parking in the middle of the racecourse.

By their own admissions and given how all the members of the VPA Board are from the development industry, it is clear that the VPA is a developer, not a planning authority. I’ve seen little evidence that they work closely with the community. Their brief is to maximize development potential and speed up approvals.
BTW it has been over 2 years since Council voted against expert advice and the community, deciding Frogmore shouldn’t have a heritage overlay and thereby allowing it to be demolished. The site was moonscaped and has lain idle since. Is the developer waiting for a more favorable rezoning? Perhaps 9 storeys is appropriate since that is what Calvary Health now seeks for its own site in a Neighbourhood Residential Zone.
