Anti social behavior this is Glen Eira’s biggest achievement. They has mastered the art of alienation, overcrowding, urban noise pollution and air pollution, and traffic snarls. Why stop now, you can alway rent security fencing at ratepayers expense for an arm and a leg getting a worthwhile kick-back from your mates in this growth industry.

Typical dumb move by a council; lets solve parking by introducing high rise car parking which as we see here results in rat bags using them for anti social behaviour maybe even congregating to sell drugs!

Very interesting, there’s enough cash here to buy silence all the way to the top. The racing industry has and always will be as bent as a dog’s hind leg. (MODERATORS: sentence deleted) It’s the only justice that will ever visit this latest bunch of freeloading (MODEREATORS: word deleted) and their parliamentary mates.

Visually below-ground carparks are more attractive BUT they too have their problems. Lack of permeable soil for crown trees is one, and in Glen Eira, they usual fail to comply with the relevant Australian Standard for accessways and parking bay dimensions. The carpark underneath Carnegie Fringe shopping centre is an example. Quite a few trees were bulldozed to create it, and to this day it has never complied with its Planning Permit.

As per previous post, should be under supermarkets, this increases open space.

Supermarkets are on private land—Council’s proposal is to build subterranean or above-ground multi-deck carparks on Council land. If subterranean, then that raises the potential for lack of permeability and consequent impact on the quality of open space.
I know also that some developers have failed to comply with their planning permits and have had to seek retrospective planning approval from VCAT, all to avoid hitting the water table. I’m curious what problems if any are associated with digging deep into the water table.

Safety is one big budget item. Plenty of others too like construction costs, lighting, maintenance, surveillance cameras, cleaning, insurance. Not one figure that I recall seeing on any council document. We’re looking at millions upon millions if we get 2 in Bentleigh, and possibly some in Carnegie and Elsternwick. Council would have to sell off most of its land to get enough money. Musn’t forget that they borrowed a fortune for Gesac and still owe about $20m on that. Answer? – paid parking to replenish the coffers of bad planning,
