Both the officer report and the Mayor have admitted that Council’s plans don’t reflect the feedback obtained from the tightly managed “consultation” sessions. The Planning Scheme continues to rely on data up to 23 years old, and predicts our population in 2021 to be 131064. VCAT recently criticized Council for its inability to assess proposed developments against amenity standards and other key decision criteria in its planning scheme.
