There is absolutely no way that last night’s webinar could be construed as ‘consultation’. It was nothing more than an officer talk fest, carefully designed to limit community participation and for this administration to fully control every aspect. We elaborate:
- The only voices (and faces) that were seen and heard, were those of the four officers in attendance and the facilitator
- The number of participants was not revealed and nor could they read out their questions.
- Questions contributed during the evening only went to the officers and were not revealed to participants. We have no idea how many questions were submitted.
- Many of the questions were paraphrased by Torres, rather than read out verbatim
- Responses were general and more than half did not specifically answer the question. For example, the rationale for height increases was simply put down to ‘urban design’ recommendations. Responses on ‘sustainability’ were frankly abysmal.
- Specifics were totally absent – ie no mention of the removal of the garden requirement; no mention of the proposed new nrz which would increase site coverage, reduce setbacks, etc.
- Responses to questions submitted prior to the evening lasted precisely 13 minutes. We then had another 13 minutes of ward ‘explanations’ that again refused to mention the most important aspects of the proposed changes.
More disappointing is that only four councillors were announced as being present – Esakoff, Magee, Szmood and Zyngier – although they could not be seen and nor were they given the opportunity to say anything.
What happened last night is nothing short of disgraceful. We would even go as far as stating that there has literally been NO CONSULTATION whatsoever on the housing strategy. When residents are denied the opportunity to speak, to hear/or read what other residents think, and to be continually fobbed off with double speak and weasel words, this is the opposite of ‘consultation’. At best, this was nothing more than another ‘information’ evening – and even that failed to reveal the full facts to participants. Providing skewed and misleading information is NOT consultation. At no point in anything that has happened thus far have residents been asked the most important question that genuinely seeks their views – namely:
- What do you think of our proposed changes to zones, garden requirements, sustainability, etc?
For those readers who wish to hear what occurred last night we have uploaded the full audio. The audio starts after about 40 seconds. Apologies for the quality of the sound. Council couldn’t even get this right it seems!
Also worth mentioning that the evening finished 10 minutes early. Does this mean that all questions were dealt with, or it was simply decided to cut the evening short?
PS: BY WAY OF CONTRAST HERE IS WHAT KINGSTON COUNCIL DID IN TERMS OF CONSULTATION WITH THEIR COMMUNITY.

That is dreadful! I thought that council were going to be far more consultative and inclusive!!! They themselves pledged that! What avenues of appeal exist? Can it be overridden?

We urge everyone to write in and complain to their councillors. This housing strategy was not supported by 4 councillors. Only one more councillor vote is required to send this into the dustbin of history where it belongs.

I was a participant last night. Could not believe the answer about rezoning to three stories at the back of heritage street. She said that that’s only one story increase and that’s okay but forgot to say that most of the houses in heritage are only single story so it’s a 2 story increase and with the garden area gone they can go right up to the back fence probably. That’s what they call sustainable development. My god this council is awful.

I didn’t bother signing on for the webinar since I’ve come to think these are a waste of time. Reading this and listening to parts of the audio confirms my expectations. What I did perhaps learn even if it wasn’t specifically stated is that council has got no desire to protect trees on private property. The tree register will remain part of local law only.
I agree that what has occurred thus far regarding the housing strategy is not consultation. Reading other posts and comments that have gone up here, council seems incapable or unwilling to adhere to resolutions about councillor and community committee roles in devising survey questions. All is left to officers and the agenda which drives this administration. For me, the most startling admission is that Glen Eira has capacity for 50,000 additional dwellings and still wants to increase density and remove environmental protections instead of assessing current zoning and reducing the areas covered by the rgz and grz since we don’t need or want more three and four storey apartment blocks.
I am very worried about the future for this municipality under this ceo and the planning department.

Kingston can go to residents before the first draft of anything is done. They can have community panels and letters out to all residents. We get none of this and crappy useless survey questions. Impresive stuff. Glen Eira doesn’t even come close and they don’t want to. They operate on the mushroom principle. Don’t shine the light on anything.

I’ve given up on attending Council disinformation sessions. I’ve seen how they’ve been stage-managed and avoiding giving residents a meaningful forum within which to exchange information that might lead to informed decision-making. What took place isn’t consultation, nor was it intended to be. Consultation might yet happen–if people make written submissions and Council responds to them–but when 5 councillors voted to send this out for public comment, several of them indicated this is the plan they wanted. The fact that so few alternatives have been presented is informative, as is the lack of information about the negotiations that took place between members of the development industry. Who wanted what and why? We don’t know. Daniel Andrews is on record as having struck what he thought was a secret agreement with the development industry to give them windfall profits provided the industry shared those profits with the government. That will be one reason why the Housing Strategy seeks to give developers windfall profits. The Minister will have been keen to ensure the development industry continues to make substantial donations to the Labor party. The industry expects value-for-money in return. There is another aspect to the Strategy, which is the Planning System itself, and all its problems. Before signing up to weakening amenity standards, I’m expecting Council to highlight existing problems (except where IT is the problem) and sought responses from the Government what it was going to do to tackle them.

Excellent summary. Traders and developers have the ear of council and state government. Residents are bottom of the pile. Your last sentence is illuminating – “highlight existing problems”. The housing strategy claims that the only “problem” is lack of housing diversity and therefore there is the desire for more townhouses and medium density. This doesn’t explain how townhouses will be built when council cannot direct developers to build townhouses, nor why a developer would even consider erecting townhouses when the zone gives him the ability to create four storey doggy boxes. No “existing problems” were addressed or real solutions offered on urban forest, canopy trees, climate emergency, sustainability. On housing affordability a 5% commitment to social housing pales into insignificance when other councils are after between 10 and 20 per cent. The only objective of this housing strategy is to lick the government’s arse possibly in the hope of more and more payback grants, and to give developers more opportunities to wreck what amenity residents have left. I also concur with some of the previous comments about this ceo and the planning department.

Perhaps glen Eira residents should form a pact, and discourage locals from buying local. Kingston has a vibrant retail sector which includes supermarkets, DFO, pharmacies etc. if local residents started to desert Glen Eira’s retail precincts in favour of a more inclusive municipality- maybe the idiots in Glen Eira council might be forced to listen to residents, as without them, there would be no retail!! The retailers would wake up quick smart. The campaign would be something like “ why support the businesses that don’t support you?”

Someone needs to be held accountable for this disaster. Who came up with the idea? and who said go for it? I’m also wondering what this little exercise cost. How much did the facilitator get paid, and for all the zoom controls in place, how much did council pay to keep everyone silent? Not money well spent if you’re a resident.

Congratulations to Kingston. The lengths they’ve gone to hear what residents want is fabulous. Would be good to know how many Glen eira people even know this is on. Probably less then 10%. Spoke with some friends during the week and they had no idea of whats happening. Guess that’s the aim of this council.

FYI – a response to a public question that asked for information to be highlighted in the Glen Eira News, stated that due to time lines this was not feasible. Housing strategies are in the pipe line for ages. Council would have known well in advance when the draft would be available for scrutiny. Not including details in the Glen Eira news because of the excuse provided simply does not wash. Our interpretation is quite simple: the less people know what is going on, the better!

I’m a local and I had no idea this dodgy excuse for “community consultation “ was on! That’s laughable. This is just about glen Eira councillors and the mayor ticking boxes , given that they weee heavily criticised for failing to consult widely with community.
