We have scoured both government and council documents and nowhere is there to be found any mention of what might constitute appropriate population density. Instead we have ‘population targets’ that councils are meant to achieve by 2051. The latest gazetted government amendment contains the following table. We have included the size of each of these municipalities.

No one is denying that our population is increasing and that housing is required. What we do question is why should Glen Eira be expected to accommodate 63,500 new residents in an area that is one of the smallest in the middle ring suburbs. Other councils that are told to increase their populations by 60,000+ are often double the size of Glen Eira!
On the projected population figures forecast for our cohort of councils Bayside currently has a density factor of 2882 persons per square km; Boroondara 2968; Darebin 3041; Kingston 1841; Manninghanm 1173; Marybyrong 3041; Merribek 3712; Monash 2601 and Whitehorse 2884. If we take an even closer look at what is happening in Glen Eira (circa 2025) we find the following breakdown of our suburbs.

Add another 63,500 residents and our population per square km approaches 5961 persons. And even if we build enough homes to house this population, what does it mean for liveability, infrastructure, open space, overshadowing, schools, hospitals, traffic, etc. etc. etc. None of this has been taken into account, yet it is the crucial question that needs to be addressed. Do we really want, or even need, to become the Calcutta of the south east and forego all that we value as basic residential standards and environment?

A key issue with new apartments (off-the-plan) is buyers have to commit early, but at completion the bank valuation might be lower than purchase price, loan amount gets reduced buyer must find extra cash or walk away. The bottom line Banks may lend, but selectively, first home buyers may be able to afford apartments, but often just at the edge of the market. The homeowner system has huge structural defects, (not unlike most of the apartments they hope to buy into), this tension is part of the broader housing problem in places like Glen Eira. Concerns about build quality have also made lenders more cautious, with banks increasingly wary of financing assets that could quickly fall into negative equity. The experience of the Global Financial Crisis remains a clear reminder of how rapidly housing markets can turn, leaving both borrowers and lenders exposed when values decline.
Jacinta Allan and developers are lost, so in panic they have backed Build-to-Rent (BTR’s) schemes that aren’t a real solution, or really what people want; they reflect a structural imbalance, entrenching the very housing pressures that have driven unsustainable living and profit-first outcomes.
There lies Melbourne’s housing affordability paradox. More apartments = more supply, but prices and rents are still too high due to construction costs, investor return fantasies, and desirable locations. As a result, lower-income residents continue to be pushed further out despite increased inner city density.
So the conflict sits here with Density vs Livability, Higher densities aim to house more people efficiently, but retrofitting density into established suburbs will reduce light, privacy, tree cover, and open space, all key elements of local amenity, they claim to support. Forced population targets move faster than upgrades. Retrofitting roads, drainage, schools, and parks into built-up areas is slower, costly, and often constrained by space. Compact cities are more sustainable overall, but loss of vegetation in existing suburbs can worsen heat and reduce environmental resilience locally.
Top-down housing targets only clash with local expectations about neighbourhood character and trust in planning decisions. The principles aren’t inherently incompatible, but without careful design, timely infrastructure delivery, and protection and increasing of green open space, they can work against each other in practice.
What we’re seeing instead is ad hoc change, with insufficient planning for hospitals, schools, roads, waste, and pollution management, and all the above mentioned. This looks like urban panic not urban planning.

A terrific summary. Another angle to this issue is how much that is built and ready for occupation remains vacant? From memory the last census had something like 9% of homes vacant in Glen Eira. Is this because they are too expensive? Not suitable for what people are looking for? Or because they thought they were poorly built?

Good questions …… and I think your analysis is largely right. As more parts of Glen Eira become less attractive or liveable, the more likely we are to see people wanting to live there.
There’s also a longer-term issue that rarely gets discussed. Councillors who attended an industry seminars years ago were told that many of these apartment developments have a design or economic lifespan of around 30 years. If that holds true, we’re not just dealing with one wave of overdevelopment, but setting up a second and third wave of redevelopment, replacement, and intensification of already dense sites.
That creates a real structural problem. Councils could find themselves with limited leverage, facing ageing condemened building stock the pressure for renewal, and developers demanding higher density levels to cover the costs of demolition. It’s a ponzi like shceme, driven by short term profit over community health and safety.

Current government isn’t very competent so it isn’t a surprise to me that it seeks to impose its targets in the cackhanded way it is. Councils don’t build dwellings, so what is the point of targets being imposed on them? They already grant more permits than get built. The Planning Scheme that the Member for East Bendigo has imposed on us has what are euphemistically referred to as Standards. But developers don’t have to comply with them. If standards–whether overshadowing, setbacks, pedestrian safety, infrastructure capacity–get in the way, VCAT/Development Facilitation Program/Council is prepared to waive compliance. GECC won’t even enforce its permit conditions. As for the targets themselves, State Government has not revealed any “science” behind them. Maybe they have had secret discussions with GECC who, true to form, have not shared details with the public.

Numerous times in various council reports we are told that officers have been meeting regularly with department officials, and maybe even ministers. Not once has the content of any of these meetings been relayed to the community. If council’s officers are sworn to secrecy by signing a non-disclosure agreement, then that should also be made public. Media has highlighted this in the past.
I also want to know how any of these meetings has resulted in council actions, opinions, responses. What “evidence” is council proposing at these meetings and if they are using “evidence” then it should also be made public.
All of these backroom discussion do nothing to engender faith in the accountability and transparency of both local government and state government.

Reports should be forthcoming. At the moment, there’s a lack of clarity about what our paid council officers are actually advocating for, whether their primary focus is the health, safety, and wellbeing of the community they serve, or facilitating outcomes that align more closely with developer interests.

It’s quite ironic that in the same agenda that contained council’s submission on the activity centres program, we also had a report from one of our advisory committee meetings – The Diverse, Welcoming and Accessible Places Advisory Committee. What a name!!!!
Council’s submission focused to a large extent on the importance of heritage. It argued that heritage should be protected/safeguarded and their place in the catchment areas be reconsidered. They also stated, that in case the Minister disagreed, then maybe don’t leave heritage in the inner catchment, but that heritage should be moved to the outer catchment. This stands in stark contrast to Boroondara and others for example, where their argument wasn’t about inner and outer catchments, but complete exclusive from all catchments!
The advisory committee meeting mentioned above, had these interesting remarks:
A question was raised regarding the connection between State Government and local
Council in protecting heritage and overseeing new developments. Officers responded,
noting the aim is to balance heritage protection with development needs.Council
continues to work with State Government to ensure our structure plan is
envisaged.
So once again, we have to question how committed council is to oversee the complete protection of heritage sites. Please remember that it was council a few years back which granted a permit for the demolition of one heritage place and next door’s heritage site to become a 12 storey tower (Derby Road, East Caulfield). we also have structure plans that permit 6 storeys, 5 storeys above heritage areas. This is all before the government amendments.
